Abortion industry giant Planned Parenthood is no longer a participant under a federal program which provides $286 million in assistance (commonly known as Title X).
Planned Parenthood was offered a choice by the Trump administration: stop providing women referrals for an abortion or risk losing Title X federal funding.
“Title X started in 1970 to support family planning efforts for low-income women. Nearly 4,000 clinics in the U.S. now receive money through the program, providing care for some 4 million people, many of whom are uninsured. Planned Parenthood is among the biggest providers for Title X, serving 1.6 million of those clients,” ABC News reports.
Their choice was clear if they wanted to continue receiving federal dollars to help women across the country, but they chose to continue referring patients to receive abortions, ABC News also reports:
Planned Parenthood announced on Monday that it will drop participation in a federal program that supports family planning services because of new restrictions placed by the Trump administration, calling a recent regulation an “assault on access to birth control and reproductive health care, especially for people struggling to make ends meet.”
The new rules prohibited participating clinics from providing abortion referrals and dictates a “clear financial and physical separation” between family planning services and abortion services.
 Thus, the Trump administration stripped them of federal funding.
In a statement to their supporters, Planned Parenthood said: “Planned Parenthood was forced out of the Title X program — the nation’s only dedicated program for affordable birth control and reproductive health care — because of the dangerous and unethical gag rule.”
“Forcing Planned Parenthood out of the program threatens access to affordable health care for millions who get care through Title X,” the statement continued. “This is similar to the global gag rule that prevents international organizations from delivering critical health services to people most in need around the world.”

Under the Obama administration, participating clinics under the Title X program were required to provide a pregnant woman with information concerning an abortion operation and refer her to an abortion-capable clinic should she ask. The clinics could not, however, promote abortion as a healthcare choice, schedule the patient’s appointment, or provide transportation to receive the abortion.
The Trump administration changed the rule for abortion referrals.
Whereas the Trump administration initially announced that they wanted to reinstate a Reagan-era rule which would prevent these clinics from informing women at all on abortion procedures, they ultimately ruled on a more lenient rule.
ABC News reports the new Department of Health and Human Services rule concerning the Title X restricts for participating clinics allows them “to provide ‘nondirective’ counseling, such as answering a woman’s general questions about abortion so long as they don’t provide a referral.”

The official said the administration is expecting a court challenge but believes the revised rule will stand.

The number of abortions in the U.S. has plummeted in recent years, dropping 24 percent from 2006 to 2016, according to the Centers for Disease Control and Prevention. But the issue has remained a focus for the Trump administration, which also expressed concerns that the previous rule kept anti-abortion groups that promote natural family planning from accessing money under the program.
